Kindly share with us a screenshot of where you’re trying to add the Netherlands.

Just to mention, Netherlands is included in the list of countries to sell/ship to in the core WooCommerce plugin at WooCommerce → Settings → General: https://snipboard.io/Xcbkwy.jpg
