Network Activation Issue

I have a multi-site environment and if network activated the widget sidebar in the pagebuilder is disabled with a turning cursor. From what I have seen I think there is many options I can use (hence the 4 stars) to do that little bit extra visual, but for this time round it is not working for me in a multi-site system.
