Network Admin won't show

I’m trying to create a network and I have followed the instructions to create a network.

I did this “Open up wp-config.php and add this line above where it says /* That’s all, stop editing! Happy blogging. */. If it doesn’t say that anywhere, then add the line somewhere above the first line that begins with require or include:

define('WP_ALLOW_MULTISITE', true);“

Network Admin will not show under tools.

I deactivated all plugins before doing this. I transferred the wp-config.php file to my computer to edit file and uploaded back to site.

Any ideas?
