Network options only available when enabled on primary site

This has been an issue for a very long time and I’m really excited if photocrati will ever fix it:

The overall network options in multisite configurations are only available when the plugin is also enabled on the primary site. But that is not the expected behavior. It should be available as soon as the plugin is installed, like it is with Jetpack. I’m having a network where NextGEN Gallery is used on a subsite but not on the main site, but I have activate it on main site in order to access network options.
