New block editor should have classic block near top

I think some users are confused on how the block editor works. There’s a lot of people installing plugins to restore the classic editor, even though there is a classic block. I think the classic block should be to the top of the page, and more visible. It would also help, if the classic block was on new pages by default, and you could add a setting to disable it, but have the classic editor show by default when a user creates a new page. This could help reduce confusion that may exist.
