• I setup a new user and that (unfortunate user) had no list of available plugins. Got scared and checked my own user login and they where back.
    For test I made one more user and same result – No plugins at all
    As choosed, this is a multisite

  • A couple ways I can make this happen:

    First,

    You may have disabled the Plugins menu for everyone but the SuperAdmin.

    Check your Network Admin->Settings and look for the Plugins Checkbox.

    Second,
    If you “Network Activate” any plugin while SuperAdmin, the plugin will be active in all blogs, but the plugin will not appear in the plugins list for any user but the SuperAdmin.
