This is certainly unexpected behavior and not how it was designed to work. In most cases, however, issues like this are either a matter of caching or some additional conflict on site.
The thing to start with would be to clear all caches on site/server first as it’s quite likely that the modal is successfully dismissed but just “got stuck” in cahe.
If that doesn’t help then please also try using different browser(s) than you are usually using.

These are the very basic steps (and quite often they help in similar issues) but if they aren’t working in this case, the next thing to check would be to do a conflict test on site in order to try to find out what’s preventing this modal from correctly functioning (as the same thing may also affect other parts of plugin interface!):
– temporarily switch theme to Twenty Twenty-Two or Twenty Twenty-Three
– try closing the modal
– if it still doesn’t close, try disabling your active plugins (except Smush) one by one, after each one getting back to Smush trying to close that popup
If it closes sucessfully at some point, we can assume that the last plugin that you disabled before that would be the one causing the issue.
Since modal is already dismissed you can enable those disabled plugins back and Smush should also be fine but let us know about that plugin and we’ll investigate it on our end to prevent similar issues in future.
