New Capabilities Default Allow/Disallow

Feature Request: Please make a setting that will create a default to “allow” or “disallow” any new capabilities that show up in a user’s capabilities list resulting from installing new plugins after the user role’s settings were previously set.

Currently, if a new plugin is freshly installed that has new capabilities, they are all automatically in “disallow” state. But, for users of which installing/editing plugins is allowed, they need capabilities for those plugins without having to give them the capability to edit their own user role settings.
