New Install Admin Login / Dashboard CSS/JS Issues

I have a few installs of WP, that are having issues wit the admin login screen, as well as with the dashboard top menu. And the insert media in posts/pages.

These are new installs. No plugins or themes have been installed.

They were installed using fantastico delux, so i thought that was the issue, so i installed them over again manually. I deleted all files/folders/databases for those installs and recreated everything from scratch not using the 1 click install. Still same issues are there

So 3 sites all with the same issue, 2 of which are different cpanel accounts, but all 3 are on the same server. So i am thinking it is a possible server issue, but not sure what it would be. If it is a apache issue, or php issue..

Anyone seen this and know what the cause for it is?
