New Page Functionality Lost

Greetings. I don’t know how or when, but with 3.4.1 I’ve lost crucial functionality when creating pages, such as no toolbar (I think it was called Kitchen Sink?) and the ability to create pages in Visual as opposed to HTML mode. The thing is it only happens in Internet Explorer 9, works fine in Firefox. I am on a Windows 7 platform. Any help is appreciated.
