"New" plugin does not appear in the menul

    Hello…

    I am using wordpress on a multisite.
    I did a new installation, with wp 3.4.2.
    I am trying to install plugins, but the option of having “new” plugin does not appear anywhere: neither in the network admin dashboard / menu, nor in the sites I create.
    In all menus I can only see the “plugin” header and the installed ones, but and no other options / submenus.
    I have other multisites (with previous versions of wordpress) and plugins work fine there. Any help appreciated! Thanks in anticipation.
