New Shipping Zones Not Working Woocommerce 2.6

Hello. I have hunted through the forums and have been unable to resolve my issue.

I deactivated the Table Rate plugin and then deleted it but am still not getting any shipping zones to work.

I have set up two simple ones. One for US and one for “rest of the world”. But so far, all orders are getting free shipping!!!! HELP!

Everything is up to date.
I’ve tried deactivating several plugins to see if it would make a difference but it hasn’t yet.
Just wondering if perhaps I’ve set it all up incorrectly!

Any help is greatly appreciated.
