New User Emails and Contact Forms

I am not able to have the “authorization email” send when I add someone as a user (admin) for each of the subdomains on my multisite network. Is there a way to check to make sure that my configuration is correct?
I am also have trouble with contact forms (Jetpack, Contact Form 7, and built in theme contact forms) because they are not sending emails out either.
