New users being added, though option turned off

I’m getting emails that new users are being added, though I have “Anyone can register” unchecked. I’m not using any plugin that deals with new users.

It is rather obvious this is a bot doing this, but I can’t figure out how it is succeeding.

Also, these “new users” do not show up in my users list
