Newbie: trying to active new plugin on localhost

I bought this course form zenva academy on how to develop plugins. I go to the 2nd lesson where the instructor created a php file with just comments in the file. So I did the same.
However the instructor doesn’t walk through the steps to upload the file to the appropriate directory so I tried it on my own. When I’m in my dashboard and click on plugins, add neww and then upload the file I get the following error?

The package could not be installed. No valid plugins were found.
Plugin install failed.
My file thats in the zipped file just has comments in the php file
Since I’m not getting support yet from the place where I purchased the training, I thought I would post it here
I’m using XAMPP and installed wordpress on my localhost.
How do I create my first plugin without errors
