News to users in the WP Dashboard?

Im wondering if its possible to post news in the Dashboard area of WP, so that all the users (authors) of the blog can read when they first login. I was thinking how cool it would be to add instructions, news, and even posts for the authors of the blog. My Blog has a foroum, but I think it would be easier if these user only posts were in the dashboard area. Does anyone know if this is possible?
