    Hi, on main setting you can enable editor to access the plugin.

    Instructions:

    Newsletters?Configuration?System?Permissions. Here’s how you find it… Click on “Configuration” under Newsletters plugin. Then click on “(W)System” located at the top nav bar…as shown below

    Permissions is located about halfway down.
