NextGEN 2.0 breaks page charset

1. After update to NextGEN 2.0 a page charset has been broken completly. Original page charset is UTF-8 and when plugin is activated only english text is displayed correctly.
2. How can I turn off adding tons of javascript and CSS on a page? I do not need jQuery, Ajax, effects or any other crap on my webpage!
