nggadmin-css is missing in several sections

I can confirm that when I click on the “sort order” button, I don’t see thumbnails, only a list of the images.

Also if I want to edit a thumbnail in a gallery, the whole display is broken.

The css for the “edit thumbnail” is not loading correctly either. I resolved this by deleting the break on line 381 as well.

The issue should be resolved in 1.9.25.
