No access to admin panel even with capabilities enabled

I understand that Woocommerce has changed how certain roles can access the admin panel. However, even when I add the edit_post capability, manage_woocommerce capability and check the box that says: By default, WooCommerce prevents most users from accessing the WordPress admin area. When enabled, this setting will remove those restrictions for this role. My user cannot access admin features. I made a custom role and even when that is the only role I provide it doesn’t work.
