No admin access after DB import

I created a new WP web site in a “beta” folder. Got it all ready to go then created a new WP install on the root. Transferred the wp-content folder into the new location, imported the “beta” DB content into the new DB location. I see the index page but get 404 error on every page there after. I have a blank page for /wp-admin so I cannot go beyond that to fix or test anything. How do I now gain access to my site again to work with permalinks and lost images?
