No CLI support

Plugin claims wp-cli support, none appears when I try it:
$ ./wp-cli/wp phpcompat
Error: ‘phpcompat’ is not a registered wp command. See ‘wp help’ for available commands.

I wish I could help, but on one of the sites I work with the wp cli command is missing, even though the plugin is installed and active, but yet it works on the other sites, even a test copy of this site. Very strange.
Seems the WP_CLI environment variable is not getting set for some reason so the plugin isn’t adding the command. A few other plugins have the same issue, troubleshooting our wp-cli install now.
