"No Comment" bookmark navigation not working?

Dear members,
I’m running a wordpress blog and I’m quite happy with my wordpress. But I’m facing this strange issue which I’ve recently observed :). Whenever I click on the “No Comment” link present on every post page just beneath the post title, it does not navigate to the comment box section instead remain still.

Can any one help me or offer their suggestion to fix this?
