No Comment link on home static front page

Do not have options to have a link to comments on static home page. Using this theme on 3 different sites, same issue on all.
What code do I need to modify or add (and where) please to add this option? VERY important for my site or I wont get feedback.
Note:
A well coded theme. I did change the look a bit and had to make some necessary modifications to make it work, so it may seem a bit different but it is the Notepad theme.
