No content show up at backend setting page

Hello

I tested in a sub site of our wordpress Mu, but there is nothing show up at setting page, would you please check the screenshot here:

Do I have to activate it networkly? or it need more time to connect to external resources? FYI, we can not access any global social sites, like google, tweet, Facebook, yahoo…..

Please let me know how to resolve.
