No css on title page, just forms

I was reading this excellent tutorial for WordPress, and looking at this page: https://www.tamba2.org.uk/wordpress/graphicalcss/header/index.html
When I am logged into my wordpress as the admin, and I cilck on options, I do not get the same thing shown, I get a form page, with no css. Did I install it wrong, or am I doing something else wrong?
