No floating action there

Floating means the share bar will float (move) with the page when you scroll the page, as it is doing right now.
To vertically middle align the share bar, you can use Top offset option in Floating Interface section at sharing options page in admin area.

no i dont mean that. i am asking this when i put my cursor on the share button logo it will not show any effect. it is stationary there.

Float just means move with the page. There is no special action when highlighted or clicked. Yours works like mine.

There is not any animation when you hover or click share icons.

Ok.. how can i put the right vertical share button in the moddle. At for now, it is above the middle in the rightand it is not looking good

To vertically middle align the share bar, you can use Top offset option in Floating Interface section at sharing options page in admin area. You need to hit and try values to see which one aligns the bar to middle.

I dont see any differences by doing so. Should i increase or decrease its pixel from 100.

As the help text of this option (that you would be able to see after clicking the (?) icon before this option) says:

Specify a number. Increase in number will shift sharing interface towards bottom and decrease will shift it towards top.
