no header on load

I set up my site in a WordPress subdirectory. I copied index.php to the root directory and changed
‘require(‘./wp-blog-header.php’);’
to
‘require(‘./WordPress/wp-blog-header.php’);’

on intial load the header is gone ???
from that point on the site works as expected,the header is there

do i need to modify wp-blog-header.php ???
