No Media At All

My blog does not have any media function at all.

The media subpanel is missing and the upload/insert icons are missing too. I have lived without these for some time but my new theme requires me to have them in order to post images on the homepage.

I have searched google and this site extensively but still ubale to find an answer.

The strange thing is I have other blogs on the same domain in subfolders and everything works ok with them.
