Hi! I’m looking for the option to purge the cache of a specific page and would use the menu at the top. However in Guteberg I don’t seem to have that option. I just see this:

I also don’t see that menu bar (even when logged in) on the frontend. Any other way I can purge the cache of a single page?

Not in full screen mode for Gutenberg, no, due to how that menu bar is made. I’ve not yet looked in to hacking into that since really if you save the page (even without changes) it does the same thing.

However you should see that on the front-end! Do you see the “Cache Active” button on the toolbar? And if not, do you by chance use the Jetpack WordPress.Com Toolbar?
