No permission to view plugin?

hello there!

I have installed the plugin but i can’t see it at the admin sidebar menu… I have tried:

1) go to url /wp-admin/edit.php?post_type=quantity-rule but i am getting error “you don’t have premission to view this page”
2) set 644 to all files and 755 to all folders
3) deactivate all plugins
4) change theme to wordpress default

any idea?
