No Plugins Listed Plus [fs_unavailable]

Been getting these off and on for quite a while. Seem to have gone away but not happening again. Any ideas?
The following plugins were successfully updated:
* SUCCESS:UPDATE LOG

The plugin is at the latest version.
Error: [fs_unavailable] Could not access filesystem.

EUM isn’t the problem and rather a symptom of this problem.
