No secondary menu option

Okay here’s my issue. I uploaded a theme in WP and for some reason can get NO vertical menu and the difference on this theme when uploaded compared to all my others is it says theme options where footer is on the sidebar of the DB. I and another webmaster have spent hours trying to figure this out. In my theme before I upload it, it has two menus. We have uploaded WP and killed the other account and tried different themes. When I put one of my other themes up in this account it works correctly. I am using Artisteer to make the theme and all other themes that work on this particular account if I put them there are made with the same program and work fine.. Has anyone else encountered this?
