No settings

I installed the plugin via the wordpress plugin site. Then I activated it, following the instructions on the installation info here. But unfortunately I could not do the next step, changing some settings in the settings > Post Access Controller, because in my settings is no such entry. “Settings” contains all settings from other plugins, but post access controller is missing. Any idea why? Thanks in advance!
