No shipping information found

I get this error: Please specify at least one active shipping method for each targeted country, either in the ‘shipping’ attribute or in your account settings.
However it is incorrect since I do have shipping information on account level and it is Free Shipping thus 0 fixed rate.
Why do I continue to get this error?
