“No shipping methods available” after update to Woocommerce 3.1.1

Recently updated from Woocommerce 3.0.8 to 3.1.1 and had complaints of customers receiving the message “No shipping methods available…” despite entering the correct shipping information. I duplicated this issue with multiple test addresses.
Restored my backup with version 3.0.8 and this appears to resolve the issue.
Would like to have the latest and greatest version of Woocommerce on our live site, but won’t be able to update until we figure this out. Please help!
