    I’m having an issue with the “No Shipping Methods Available” error. The pertinent facts:

    • Many zones work – Out of 10 zones, this is only happening with two, plus the “Locations not covered” zone.
    • Appears to be outside US – I’ve got several US zones, and they all work fine. This is just happening for my European, AU/NZ, and “others” zones. That might seem like a smoking gun, but we experienced a problem like this with an Alaska zone on the site just prior to the complete overhaul (new theme, content, etc.) finished last week.
    • Correct zone is matched – With debug mode on, addresses are clearly matched to their correct zones, including the ones giving the error. An address in the UK is matched to the European zone, but the shipping modes aren’t displayed.
    • Stock shipping modes – The only shipping modes in the non-working zones are stock WooCommerce modes. Flat Rate is the one I would typically use, but I’ve also tried Free Shipping and some “non-stock” modes to see if they would work. No success.
    • Other settings – My WooCommerce store is set to sell to only a subset of countries (which are included in the shipping zones), and it is set to ship to all countries sold to. Are there others that I should investigate?

    I’m happy to supply any other information that might help. I’d appreciate any suggestions.

    Arghh… it was the Role Based Methods plugin. The methods I created weren’t “checked” in the plugin to allow guests to use them.
