No shipping methods showing in cart without address

My shop Cart is not showing any shipping methods if I am not logged in / it does not know my address. I get:

“Please continue to the checkout and enter your full address to see if there are any available shipping methods.”

While I understand the message and how it applies to the methods, shouldn’t something like free shipping, local pickup, and my own custom shipping method still be shown as available methods even without knowing the address? No matter what I do with the options, it shows nothing.

I should add that the shipping methods are shown and available on the checkout page even without the address filled in as well. I’ve also dug in to the plugin code a little bit and tried to print out the packages that it uses to find the rates and the rates are completely empty.

One last note. The site I’m working on was using an older version of woocommerce before and I recently updated it to the most recent version / updated all of my override files. I’m not sure that helps at all though.
