So this almost always means that the items in your cart are not matching any of your rules.
There are a few steps to diagnosing and fixing this.
First is to make sure the correct shipping zone is being selected. You will need to enable Shipping debug mode – take a look here, it’s very easy to do: https://jem-products.com/how-to-turn-on-woocommerce-shipping-debug-mode/
Next you want to test with just ONE product in your cart. Add an item to the cart that you think should match your rules.
Next carefully review your product (weight, shipping class if applicable, price etc) to be 100% certain that it matches your rules.
Finally carefully review your rules – this is normally where people spot the error. This is crucial to go through this carefully

2) The single product in the cart including price, weight & shipping class
3) The rules you have set up – we need to see ALL of them not just a subset
