I also ran into a similar issue in past week after WooCommerce v2.6.0 was released. Before updating the plugin, I had shipping disabled. And after updating the plugin, there was no Shipping tab displayed under WooCommerce -> Settings menu.

Here is the simple fix to it.

On the General tab of WooCommerce -> Settings page, check if ‘Shipping Location(s)’ option is set to ‘Disable Shipping & shipping calculations’. If that is so, change it to ‘Ship to all countries you sell to’ or to any of the other option that fits your bill.

Save the setting and you can get the Shipping Tab back.

Note: While setting up WooCommerce after activating plugin using the WooCommerce Onboarding Wizard, on the 3rd step, that is Shipping & Tax Setup, enable Basic Shipping setup. This will show the Shipping tab on the WooCommerce -> Settings page.
