no theme for my downloaded blog

    I downloaded WordPress, thinking to host my blog community. But When I created users, I cannot put in any themes to the users that I created. There is also only very limited sidebar gidgets at the user level.

    I have tried all kind of choice as the “admin” user of my blog, but nothing seems to be for this. Please help here.
