No tracking on new installation

I installed this plugin on a development site, configured settings, and it worked immediately to start counting the posts I visited.
I installed it on the live site, manually copied over all the same settings, and it does not count posts. I have been visiting the site as an anonymous user from different computers, and the Count pages do not update.
I enabled Overall and Daily trackers, Start daily counts from midnight, and set Days to 14.
On the Counter/Tracker tab, I switched to Ajax based Tracker type and Load Tracker on all pages, still no post tracked.
What basic info am I missing? I am running WordPress 5.4.1 on both sites. The development site is a recent clone of the live site. The only difference is the server environment.
Does the plugin connect to an external resource for tracking that i need to allow access to?
