thank you for your message. The Details Description on https://www.ads-software.com/plugins/ups-eu-woocommerce/#description is telling that the Plugin is currently only available in European Countries.

We’re working internally to validate, if we’ll be able to expand the Plugin to US as well.

Feel free to open up a ticket on https://ecommerce.help/desk/ups-plugins/ so we can keep you updated on latest changes in regards to a global roll out of the plugins.
