No User in Administration WP3.0

I can’t find the USER option in my Administration console. It is totally missing.
When I type in https://www.mywebsite.com/wordpress/admin/users.php I get a funny screen that says CHEATIN’ UH?
What is this and how do I restore my USERS in ADMINISTRATION??
