No where to add files

The file area of the plugin doesn’t exist. There is shop, settings and extensions but no where to add the files. My client is on wordpress.com and I saw that there was an issue with someone else that had Jetpack installed. Unfortunately, I can’t deactivate Jetpack in any way. He has PHP version 7.2 and latest WP. I deactivated other plugins but those were not the issue. Can someone please help me?
