Non-English Page titles not displaying correctly

My site is in Japanese, and I have my permalinks set to Post Name, all of which are in Japanese. In Chrome and Firefox this works fine but in IE (11.0.17) it displays as: /%e8%8b%b1%e4%bc%9a%e8%a9%b1/ instead of the Japanese characters. This is regardless of the site language setting, though I have it in Japanese.

Apart from that, the entire site works perfectly in Japanese.

Any ideas gratefully appreciated, as in Japan IE is still very widely used.
