Non-responsive site with Twenty Sixteen

    Is there a way to make Twenty Sixteen behave as Twenty Ten on a smaller screen? Basically, completely non responsive, but screen is not cutting the site, whole site fits every screen, its just scaled down. I tried to comment this line:

    <meta name="viewport" content="width=device-width, initial-scale=1">

    but did not help. Any suggestions?

    Never Mind. Solution is changing the code above into: <meta name="viewport" content="width=1024">
