Non-secure external links won’t show when SSL is turned on

Hi,
I’m trying to add external traffic cam links from the CalTrans website to my SSL secured site. The state of California image URLs are not secure. They show up fine on the backend but won’t show up on the frontend published page. If I turn my SSL certificate off (using Really Simple SSL), they appear fine.
I’m NOT getting mixed content warnings or trying to resolve that, which is the majority of the ‘solutions’ I’ve found. I’m just trying to get the non-secure external images and links to display on my secured site.
I thought simple outbound external links were supposed to be unaffected by https? I’ve been pounding my head against a wall trying to get these external links to show. Any advice?
Note: the three images that appear fine on the page are actually redirected from Oregon’s tripcheck site, which is secure, which is why the show fine. I have 24ish other links from the Caltrans site which do not.
