noOby about footer

Im working on a website for my parents; https://www.norskbonsai.com and the footer is annoying me. I would like the footer to either:

A: allways cover 10%of the bottom of the screen, ( Really cool if this can work )

or

B: allways be 25pixels high on bottom of page.

any sollutions? Remember i am a noob, so please be gentle!
im using arclite template.
