Not Able To Upload Multiple Users

I am trying to do an import of users and it’s only importing the first user in my CSV file. The first one works great but it never goes past the first user and reads the rest of the data. I’ve even downloaded the ‘import.csv’ file from the plugin and just tried to re-import it as is and it only imports the John Doe contact (and not the Jane Doe contact). I’ve checked the users to make sure there aren’t duplicates and there are not.

I’d like to start with the template and get that working so I know the structure is correct before putting my own data in.
